Chapter 1 General Rule
Hamhae Presbytery was organized through incorporation
of two Presbyteries, Hwanghae Presbytery and Hamnam
Presbytery which are affected respectively in its necessary
conditions, organizing a Presbytery because of the Korean
conflict and the split of General Assembly on the 16th
May,1973 by the intermediation of the General Assembly
of The Presbyterian Church of Korea. The name of the
Hamhae presbytery originated after two letters, "Ham"
and "Hae" which are the first letters of Hwanghae
Presbytery and Hamnam Presbytery. The order of the Presbytery's
session meetings is decided by the 100th Presbytery
session meeting considering the order of The Hwanghae
Presbytery(the 99th) and The Hamnam Presbytery(the 55th)

Article 2 (Purpose) This Presbytery is organized for
the purpose of implementing the Presbytery's office
according to the Constitution of the General Assembly,
especially the proclamation of the gospel, the establishment
of new churches, and to promote mission activities both,
domestic and overseas
Article 3 (District) This presbytery's district shall
be nationwide.

Article 5 (Membership) The membership of this Presbytery
has the right and responsibility according to the Constitution
enacted by General Assembly and regulations of the institutions
and local churches that they belong.

Article7 (Roles of Office Holder).
1. Moderator
Moderator The moderator
shall represent this Presbytery, and will be in charge
of all matters.
2. Vice moderator
The vice moderator shall support the moderator and shall act as the moderator in the absence of
the moderator.
3. Stated Clerk
The stated clerk will
be responsible for all office matters, keeping and arranging
all official
documents and proceeding
,seal, gaval, statistics as well as sending and receiving
official
documents
4. Vice Stated Clerk
The vice stated clerk shall support the stated clerk and shall act as the
stated clerk in the absence of the stated clerk
5. Recording Clerk
The recording clerk shall
be responsible for recording proceeding and report
6. Vice Recording Clerk
The vice recording clerk
shall support the recording clerk and shall act as the
recording clerk in the absence of the recording clerk
7. Treasurer
The treasurer shall be
responsible for accounting and custody of revenue and
expenditure of the finance under the approval of moderator
and the

The vice treasurer shall support the treasurer and shall act as the treasurer in the absence of the treasurer. The vice treasurer serve concurrently as the member of the finance department.

| Chapter 4 Organization
of the departments
Article 8 (General department) This presbytery shall
have departments as follows. Each department shall be
assigned the number of its members according to its
mission and the number of each department members shall
be assigned equally in principle

Ariticle 9(The Mission of the department) The mission
of each department shall be as follows.
1. Policy department
Policy department shall consults
and reports the matters on the policy committed by the
presbytery
session meeting.
2. Rules Department
Rules department shall
take charge of all matters on the establishment, amendments
and
interpretation of the
rule, examine the proceedings of the presbytery subdistrict
committee and the 3. Finance
Department.
Finance department shall
administer the account business, making a budget and
other matters on
finance committed by the
presbytery session meeting and supervise the accounting
transaction of
each department. It shall
take the clerical work concurrently.
4. Department of Evangelism
Department of evangelism
shall take charge of the domestic evangelism project
and special
evangelism department.
5. Department of Education
Department of education
shall take charge of the matters on christian education,
church school,
research project of the
pastoral ministry and supervise and guide the minister
candidates and
seminary students.
6. Department of Social Affairs
and Rural Mission
Department of social affairs
and rural mission shall take charge of social works,
relief project,
matters of pansion of
ministers and the development of rural and fishing village
church.
7. Department of Military Mission
Department of military
mission shall take charge of military mision and chaplain
support project and
cooperate chaplain's activities
belonging in this presbytery
8. Department of World Mission
Department of world mission
shall take charge of overseas mission project
9. Judicial Commision
Judicial commission shall
examine and judge the case committed by the presbytery
and issue a
notification to the accuser
and the defendant and report its result to the presbytery
Article 10 (Committe and Commissioner) The presbytery

by this
commmittee.
4. Committee for Layperson Guidance
Shall Consist of 10 members
nominated by nomionating committee.
5. Committee for Human Right
Shall Consist of 10 members
nominated by nomionating committee.

meeting of the
presbytery.

Shall be 2 commissioners
nominated by the nominating committee.

appointed by the chairperson.
10. Training Cente
Shall be consist of 7 members
in total, 4 pastors, 2 elders respectively nominated by the nominating
committee. The president of the youth
association, the president of the women's evangelism
association, the president of the men's evangelism association
shall become cooperative commissioners.
Article 11 (The responsibility of Committee and Commissioner)
1. Nominating Committee
Shall nominate and report the members
of each department and committee entrusted by the presbytery session meeting.
2. Examination Committee
Shall take charge of the matters on examinations such as examination for elders, unordained
evangelists, minister candidates, and seminary students.
3. Committee of Mission for Reunification of South North Korea
Shall research and take charge of the projects on the mission strategy for North Korea, investigation
regarding for the rebuilding and evangelism of North Korean local churches and the concerned
matters for the peaceful reunification of the peninsular.
4. Committee for Laypersons Guidance
Shall instruct and guide men's evangelism society & women's evangelism society.
5. Committee for Human Right
Shall take charge of the matters on human right.
6. Special Committee
Shall carry out the special cases committed by the presbytery session meeting.
7. Audit Committee
Shall audit the all of the implementation of administration and finance, accounting of the presbytery
as well as the accounting transaction of each department.
8. Arrangement Commissioner
Shall carry out the delivernace of instruction and official notice of the session meeting when the
presbytery is in session.
9. Sergeant in Arm
Shall check the attendance and absence of all members and maintain the order of the meeting
place.
10. Training Center
Shall conduct and develop the education project fit to this presbytery in accordance with the training
center of general assembly.
Article 12 (The Presbytery Subdistrict Committee )
This presbytery shall divide the whole nation into
several districts and
organize the presbytery subdistrict committees according
to each district.
The division of the presbytery
subdistrict shall be decided by the resolution of the
presbytery
session meeting.
1. The presbytery subdistrict
committee shall be organized by the pastors and elders
belonging to presbytery subdistrict.
2. The presbytery subdistrict committee shall oversee the situation and statistics of the particular
church and the situation of ministers, and cooperate to the presbytery's adiministration works by
examining the document of each session that submitted in the presbytery, and select the
commissioner candidates of general assembly and recommend them to the presbytery session
meeting.
3. The presbytery subdistrict committee shall have 1 chairperson. 1 secretary, 1 treasurer, and
several numbers of the commissioner.
4. The chairperson of the presbytery subdistrict committee. shall represent the presbytery subdistrict
and convene the presbytery subdistrict meeting and became a temporary chairperson of the
session which has no serving pastor except the presbytery shall dispatch temporary chairperson
to the session. In case that the elder shall be a chairperson of the presbytery subdistrict
committee, the secretary(pastor)or pastor commissioner of the subdistrict committee shall act the
temporary chairperson of the session at need
5. The secretary shall support the chairperson, administer his(her) duty of all recording matters,
writing, keeping
and arranging all the proceedings and document of the
subdistrict committee.
6.The treasurer shall conduct his(her) duty for the finance and accounting matters of the subdistrict
committee.
7. The commissioners shall settle and urgent tasks that the committee entrusted and report to the
subdistrict committee.
8. Institutional pastors, evangelism pastors, special evangelism pastors and mission co-workers
should be assigned to the presbytery subdistrict committee where his(her) instruction located, but
in case that the location of the institution is not sure, he(she) should be assigned to the
presbytery subdistrict committee where his(her)house located in principle.
Article 13 (Executive and Staff)
1. This presbytery can employ the executive presbyter and staff as a permanent worker. The
procedure of appointment and the term and responsibility of thaose posts are as follows.
¨ç The executive presbyter shall by appointed by the moderator with the recommendation of the
officer's meeting and approval of the session meeting of the presbytery, and his(her) term is for
2 years.
¨è The executive presbyter shall carry out all of the administration works by following after the
instruction of the moderator and the stated clerk and make this presbytery's project planning and
report it to the officier's meeting and carry out the tasks committed by the officer's meeting and
coordinate each department's project planning.
The executive presbyter can be the members of officer's meeting with voice without vote.
¨é The appointment procedure of presbytery staff shall be correspond to that of executive presbyter.
¨ê The staff shall carry out the office work by following after the instruction of the executive
presbyter.
2. Each department can appoint its own executive or staff at need. Its procedure and responsibility
shall be as follows.
¨ç Executive or staff of the department or committee shall be appointed by the moderator,
recommended by the department or the committee approved by the officer's meeting.
¨è Executive or staff of the department or committee shall carry out his(her) task by following after
the instruction of the chief of the department or committee under the supervision of the stated clerk
or executive presbyter of this presbytery.
3. Regulation on the salary and service of the permanent worker of this presbytery shall be decided
by the resolution of the presbytery session meeting.

Chapter 5. Election and Term
Article 14 (Election of Office Holder) Election and
term of the office holder are as follows.
1. Office holder shall be elected
in the October session meeting according to the seperate
regulation for the office holder election management.
2. Moderator, Vice moderator,
stated clerk shall be elected by more than half assentation of the
attendance, and when the vote shall be continued
to the 3rd vote, final selection shall be made by
counting
the votes of assentation. Regarding for the election
of the vice moderator, all candidate
should register
in the presbytery's secretary department and shall be
voted by the presbytery commissioners in the presbytery
session meeting after delivering 2 minutes expression
of his(her)
opinion.
3. The other office holders shall be selected by counting the votes of assentation.
4. When some office holder's position became vacancy , supplementary election shall be made in
the presbytery session meeting, and his(her) term shall be the rest of the former office holder.
Article 15 (Members of the Department the Commissioners of the Committee)
1. The members of the each department and the commissioners of each committee shall be
nominated in the presbytery October session meeting by the nominating committee according to the
principle of 1 person to 1 department or 1 committee. But judicial committee shall be an exceptional
case.
2.The term of department members and commissioners of the committee shall be for 3 years. They
shall be organized into 3 different 'years group' and changed one third members of the 3 years
groups every year.
3. Moderators, stated clerk and recording clerk shall not be nominated as a member of any
department or committee.
4. One or more than one ex-moderator should be nominated in the policy department, rules
department and examination committee and the chief of the policy department should be elected as
ex-moderator who was the just before moderator to the present moderator.
5. Each department and committee can select 1 chief. 1 secretary, and 1 treasure if needed.
6. Chief of the each department and committee shall be elected in the department or committee, and
their term shall be for 1 year.
Article 16 (Special Committee and its Commissioner)
The term of the commissioners of special
committee shall be as follows.
1. The term of the commissioner of the special committee shall be decided by the presbytery session
meeting. It shall have its chief and secretary and they shall be selected in the committee.
2. Audit commissioners should not be held a concurrent position as any department members or
commissioners, and their term shall be for 1 year.
Article 17 (Commissioner of the Presbytery Subdistrict Committee)
Chairperson, secretary, treasurer and commissioners of the presbytery subdistrict committee should be elected 30 days prior to the October presbytery session meeting and report it to the presbytery session meeting, their term shall be for 1 year.
Article 18 (General Assembly Commissioner)
1. The general assembly commissioner or deputy general assembly commissioner shall be
recommended its candidates from each subdistrict committee in prior to the April presbytery
session meeting and decided in the session meeting.
2. The number of the general assembly commissioner candidates that the presbytery subdistrict
recommend shall be proportioned according the number of baptized members.
3. The moderator stated clerk, treasurer and the president of the elders association automatically
shall become the general assembly commissioner.
4. The number of automatical commissioners shall be included in the number of the each presbytery
subdistrict's general assembly commissioner candidates.

Chapter 6 Meeting
Article 19 (Regular Session Meeting)
1. Regular session meeting shall be held twice a year on PM2:00, every Tuesday following after the
third Sunday of April & October.
2. April regular session meeting shall administer the following particulars.

¨é Report of the result of each department's project accomplishment
¨ê Execution of examination
¨ë Examining the revised supplementary budget
¨ì Selecting general assembly commissioners

4. Quorum of resumption shall
be by the number of the present attendance
5. Individual's voice shall be limited to 3 times to one subject.
Article 20 (Special Session Meeting)
Special session meeting shall be convened by the moderator in case of the urgent matters based on the constitution chapter 10. Article 64, No2 and 3.
Article 21 (Office holder's meeting)
1. Office holder's meeting shall be called by the moderator and administer & report the urgent
matters committed by the presbytery.
2. Office holders meeting shall be called as an enlarged meeting sitting together with ex-moderator,
or the concerned department of committee.
Article 22 (Meeting of department or committee)
1. Department and committee meeting shall be called by the chief of the department and the
committee, but should be permitted by the session meeting when the presbytery is in session.
2. The first meeting after nominating shall be called by the oldest member in first year group.
Article 23 (The Presbytery Subdistrict Committee)
1. The Presbytery subdistrict meeting shall be called by the chief of subdistrict committee 30 days
before to the opening of the presbytery session meeting.
2. The presbytery subdistrict committee shall be held as a special meeting to settle the urgent
matters and that special meeting can be held when the presbytery regular meeting is in session.

Chapter 7 Finance
Article 24 (Financial Revenue)
1. The finance of this presbytery shall be appropriated by the per capita of the particular church,
offering and other incomes.
2. The per capita of the particular church shall be resolved by the presbytery session meeting
recommended by the Finance Department.
Article 25 (Financial Year)
The financial year of this presbytery shall be from 1st October every year to
30th September the next year.
Article 26 (The Principle of Travel Expense Payment)
The travel expense of this presbytery shall be payed according to following principle.
1. Travel expense of the commissioner to attend the presbytery regular meeting or special meeting
shall be payed by the particular church or belonging institution.
2. Travel expense of office holder's members, department members, or committee members to attend
in the office holder's meeting, the department meeting, and the committee meeting to gather the
meeting or conduct the concerned matters should be payed by the concerned department or
committee or by the office holder's meeting.
3. Travel expense of honored meditorious pastors or retired pastors to attend the presbytery session
meeting shall by payed by this presbytery.
4. Travel expense of institutional pastors or special evangelism pastors to attend the presbytery
session meeting shall be payed the full payment or some amount of it by this presbytery as their
belonging institutions are not able to pay.
5. Travel expenses of general assembly commissioner to attend the general assembly session
meeting shall be paid the full payment or some amount of it by this presbytery otherwise can be
supported by the particular church or institution.

Chapter 8 (Personnel Management)
Article 27 (minister) The minister of this presbytery
shall be administered by the following procedure.
1. The instalation ceremony
of the senior pastor in the particular church shall
be conducted by the
establishment of
the instalation bureau
2. The term of permission for
the senior pastor's instalation shall be effective for
1 year but it shall
be postponed 1 more
year due to the situation of the particular church.
3. Such ministers or uninstalled
pastors who are engaged in the secular job or business
regardless
of mission should
not have the chairperson's right of the session in any
particular church.
4. If a particular church would
like to invite new pastor, or let its pastor to be resigned
or suspended
from his(her) pastoral
ministry, should request it to the presbytery after
consulting with the
presbytery subdistrict
committee.
5. Ministers transferred from
other presbytery should be approved by the resolution
of the presbytery
regular session
meeting based on the report of the policy department.
6. Transferring of minister
to other presbytery should be approved by the session
meeting of the
presbytery.
7. If an other presbytery's
minister want to serve a particular church in this presbytery
can not
exercise the pulpit
right without permission of the session and the presbytery
subdistrict committee.
Article 28 (Elder) The elder of a particular church
in this presbytery shall be administered by the
following procedure.
1. Election of elder is necessary
to submit the application after passed through the session
and the
presbytery subdistrict
committee. and to be permitted in the presbytery regular
session meeting.
2. The term of permission of
electing elder shall be effective for 1 year but because
of the particular
church's situation
it shall be postponed for 1 more year.
3. The ordination of elders
should be conducted within 1 year after he(or she) passed
the
examination, but
because of the particular church's situation it shall
be postponed for 1 year.
4. The vacant seat caused by
the resignation, transfer or death of the serving elder
shall not be
acknowledged
5. If the serving elders shall
be absent in the particular church¡®s worship services
or other meetings
for more than 3
months without due reason or he himself(she herself)
become the serving pastor of
a particular church,
his(her) right as an serving elder shall be nullified.
6. When an serving elder resigns
in his(her) church and transferred to another church,
he (or she)
can be installed
as a serving elder in that church after 1 year's attendence
and obtaining two third
votes in the congregational
meeting and the consent of the presbytery session meeting.
7. If a particular church wants
an elder who was ordained in another denomination that
the general
assembly acknowledged to serve in the church
as a serving pastor, its procedure shall be same
as No6 above, but he(or she) can be installed after he(or
she) passed the examination for elders

Article 31 (Examination for Minister Candidates)
1. This presbytery shall conduct the examination for minister candidate who want to attend the
general assembly's direct managing seminary.
2. The examination for minister candidates shall be conducted as following procedure.

d. Certificate of graduation of the final school
e. 2 name card sized photo (1 attached to the personal history)

Article 32 (Exemption of the Examination Subjects)
1. Some part of the examination subjects can be exempted
in following cases.
¨ç Applicants for elder examination can be exempted in the subject of Bible if he(or she) completed
Bible institute or seminary that general assembly authorized or Bible correspondence course or
Bible correspondence college managed by the general assembly
¨è Minister candidates or seminary students who are continually studying in the seminary requires
only document screening and interview.
¨é Elders ordained in other denomination shall be exempted Bible and common sense.
¨ê Applicants who was failed in more than one subject in the examination
of the last presbytery
session meeting requires the re-examination concerning the subjects that
he(she) failed and interview again.
¨ë Minister candidate who passed minister candidate examination or seminary entrance
examination at the last presbytery session meeting requires only document screen or interview
again
¨ì If applicants who completed the required subjects in the seminary or Bible institute that general
assembly direct managed or authorized requires interview only
2. Applicants who want to be exempted some subjects of the examination should submit the
verifying documents as well as the examination application.

Chapter 10 The Procedure of Administration
Article 33 (Presentation of Documents and its Procedure)
1. Every document presented to this presbytery should be submitted to the stated clerk after passed
through the presbytery subdistrict committee.
2. Every petition, suggestion inquiry and judicial concerned document, and all of the report should
be submitted to the stated clerk 20 days before the opening session of the presbytery regular meeting.
Article 34 (The Register of the Presbytery Members and General Assembly Commissioner)
The register of the presbytery members and elder commissioners should be submitted to the presbytery regular meeting through the presbytery subdistrict committee.
Article 35
All documents submitted to this presbytery and issued by this presbytery should use the official document form that this presbytery or the general assembly made in principle.
Article 36 (Official Authority Issued Documents)
The presbytery stated clerk can issue such a certificate or administrational documents to verity the status of the certain presbytery member or recommendation letter aiming for overseas travel which shall not a affect to this presbytery seriously when the chairperson of session requests or recommends it.
Article 37 (Absence)
1. Presbytery Members who are not able to attend the presbytery regular session meeting should
submit the absence verfying report before opening the presbytery session meeting.
But that kind of document can not be allowed to submit continually more than 3 times.
2. If a presbytery member did not attend the presbytery meeting without any reasons and nor submit
the absence verfying report two times continually the moderator should send a warning letter to him
(her ) and if he(she) was absent 3times continually without special reason, he (or she) may be
limited or suspended his (her) membership by the resolution of the presbytery session meeting
Article 38. (Nonpayment of Per Capita)
The petition or suggestion or the administration of other bills and membership of the particular church which does not pay the per capita fully shall be suspended
Article 39 (Examining the Proceeding)
Proceeding of the session and the presbytery subdistrict committee should be examined in the presbytery session meeting

Chapter 11 Amendments to Articles
Article 40 (Proposal of the amendments to Articles)
1. When it is necessary to amend to the articles of this presbytery
the presbytery session meeting
shall organize the special committee by the resolution ,the committee shall make a amendment draft
2. If a particular church or a presbytery member propose the amendments to Articles, they can
 propose it to the presbytery session meeting after obtaining the resolution of the session and the
 presbytery subdistrict committee
Article 41.(Quorum of the amendments to Articles)
Amendments to Articles of this presbytery shall be necessary of more than half attendance of the number enrolled and more than two third assentation of the attendance

Additional Information
Article 42(Effectuation)
The enforcement this rule is effective from the day of amendments
Article 43(Interim measures)
The interim measure upon the enforcement of rule is as follows
1. The office holder, the department member, the committee member, the office holder of the
presbytery subdistrict committee shall be regarded as if they were selected according to this rule.
The term of those shall be from the date as they selected to the date as this rule provided
2. The establishment, abolition, integration of departments should
administered before the opening of
the next presbytery regular session meeting and the re-assignment of department members should
be done by the nominating committee
3. This presbytery shall provide and operate a detailed regulation if necessar
